IPPs Chamber rejects Finance Minister’s haircut claim

The Chief Govt Officer of the Chamber of Impartial Energy Turbines, Ghana (IPPS), Dr. Elikplim Kwabla Apetorgbor, has dismissed the Minister of Finance, Dr. Mohammed Amin Adam’s assertion that the IPPs has agreed to a haircut after six years of negotiation with the Authorities of Ghana.

In response to him, the Minister’s assertion is deceptive and inaccurate.

In an announcement copied to Pleasure Enterprise, he stated, the final engagement of some IPPs with the Authorities of Ghana’s negotiating staff occurred in April 2024, and since then, no settlement on any phrases has been reached.

“It has come to our consideration that the Minister of Finance has made public statements indicating {that a} deal has been reached with Impartial Energy Producers (IPPs) concerning debt restructuring. We should categorically state that this assertion is deceptive and inaccurate”.

“The final engagement with a few of the IPPs and the Authorities of Ghana’s negotiating staff occurred in April [2024] and since then, no settlement on any phrases has been reached. The posture and generalisation that the federal government has secured a debt restructuring settlement with the IPPs are deceptive and quantity to public deception”, he added.

“We urge the Minister of Finance to chorus from making such inaccurate statements and to interact in clear and trustworthy communications”, he identified.

He concluded that the IPPs stay dedicated to constructive dialogue and discovering a mutually helpful decision to the continuing discussions.

Pleasure Enterprise understands that solely two IPPs, CenPower and Amandi accepted the federal government’s proposal to restructure the IPPs’ debt.

The remainder, Karpowership, Twin Metropolis Power, Sunon Asogli, Cenit Power and AKSA rejected the haircut proposal by the Authorities of Ghana.

The Finance Minister in an announcement in London stated the IPPs settlement contains accepting a discount of their claims (haircut), permitting the federal government to unfold fee over 5 years.

“The negotiations have been occurring for six years, and I’m blissful to announce that final week, l closed the negotiations with the IPPs,” he revealed.
